Because the thermostat is installed separately from the heater, it measures the actual room temperature instead of the warmer air surrounding the heater. The problem with most heaters is that as the warm air leaves the heater, it quickly rises to the ceiling where it collects. This is what you're seeing in the infrared images of the space heater and baseboard heater.

Most heaters do very little to mix the warm air they produce with the cooler air already in the room, so the upper part of the room becomes much warmer than the lower part. Before the room feels comfortable where you're standing, a large amount of heat has already collected near the ceiling where it provides little benefit.
